Adding new members in the middle of the project does not increase team velocity instantly. Each new member will have a learning period. None of the projects is exactly the same as another project. An experienced member may take a little lesser time to produce value for your project. But, be ready of a decrease in team velocity as the new member will take your existing team time to get on board.
