You can find the list view of Issues by clicking on the listing icon provided below the navigation menu at the right side of the Issue Tracker Board. By default, Issue Board in Grid view is shown to the users.

Once you switch to listing view, you will see Open Issues by default but you can choose to view all Issues by selecting All Issues option provided in the dropdown next to Project Selection drop down.
